Both proposed reservoirs are off-river reservoirs, with no dams on the rivers. Instead, both divert water from rivers, but only during peak flow periods (May - July). The Glade reservoir would be filled with water diverted from the Cache La Poudre; the Galeton filled with water diverted from the South Platte. The proposed plan complies with existing water rights. Only water volumes allowed per existing rights are diverted. That's the beauty of the plan. Currently, water that the Northern Colorado Water Conservancy District has the legal right to use rushes past during peak-flow months; lost to downstream municipalities and states. Under the proposed plan, diverted water is stored for use during subsequent dry months.
